Can't slavage collector weapons i've added mods too?

I have two collector staves that I have added different mods to.
I no longer use these particular weapons but when I try to salvage the mods I am told the item can not be salvaged.

I guess Ive never done this before but it seems odd that since I added the mode I cant salvage to try to get at least one back.

Is this just the way it is or???

You cannot Salvage Quest Rewards/Collector/Greens.

i knew about the quest rewards and greens, but didnt know about collector items
